and I accordingly addressed the despatch, of which copy is

enclosed, to His Majesty's Consuls-General at Shanghai and

Canton, and to His Majesty's Consuls at Amoy and Swatow.

I now have the honour to transmit copies of the replies re-

ceived from those four ports and it will be observed that

according to present practice Shanghai is the only port where

registration is accorded merely on the production of e

Hongkong birth certificate and that more conclusive evidence

of British nationality, such as the Hongkong British-born

certificate specified in Sir E. Satow's circular instructions

of August 22nd, 1904, is required at the other three.

All the reports, however, indicate that in practice the

protection of our Consular Courts is always accorded to Brit-

ish Subjects of Chinese descent when borne on the Consular

registers and that such protection is regarded as the natural

corollary of Consular registration. It is certain that no

Chinese would think of registering himself as a British Sub-

ject unless he were thereby guaranteed protection and I am

convinced that any attempt to distinguish between registrat-

ion and protection in Chine is impracticable. In this

connection the remarks made by His Majesty's Consul-General

at Canton in regard to the withholding of certificates of

nationality
